How do I hook up digital cable to my laptop?

I am really confused. I want to record tv to my laptop but it sounds like the tv tuner cards don’t work with digital cable? or they only work with certain channels? is that true? for instance if I plugged this tuner http://www.radioshack.com/pwr/product-reviews/Other/Hauppauge/p/2648707-Hauppauge-WinTV-HVR-950-TV-Stick-Hybrid-Video-Recorder.html into my laptop and plugged in cable tv from my wall (which as of june must be digital, right?) will i be able to watch/record tv on my laptop?

Only off-the-air programming went digital in June. If you had analog cable it stays analog. According to one review it does not support clear-QAM (digital cable) and I could not find its specs.
